NASA's Twin Moon Probes Set for Lunar Arrival This Weekend (SPACE.com)

A pair of NASA spacecraft is getting set to orbit the moon this weekend, a move that will kick off the probes' effort to study Earth's nearest neighbor from crust to core.

NASA's twin Grail spacecraft are slated to start circling the moon one day apart, with Grail-A arriving on Saturday (Dec. 31) and Grail-B following on Sunday (Jan. 1). The two probes will then fly around the moon in tandem, mapping the lunar gravity field in unprecedented detail and helping scientists better understand how the moon formed and evolved.

"This mission will rewrite the textbooks on the evolution of the moon," Grail principal investigator Maria Zuber, of the Massachusetts Institute of Technology, said in a statement.

Precision flying

The $496 million Grail mission (short for Gravity Recovery And Interior Laboratory) launched on Sept. 10 from Florida's Cape Canaveral Air Force Station.

The two washing-machine-size probes have taken their sweet time since, charting circuitous, energy-efficient courses that will get them to the moon after more than three months of flying. Contrast that with NASA's manned Apollo 11 mission, which prioritized speed and got there in three days back in 1969.

Grail-A and Grail-B won't be ready to start their science campaign immediately upon arriving at the moon. Rather, they'll spend another two months circling lower and lower, eventually settling into orbits just 34 miles (55 kilometers) above the lunar surface, researchers said.

The twin probes will begin taking measurements in March. They'll chase each other around the moon for 82 days, staying 75 to 225 miles (121 to 362 km) apart. [Video: Grail's Mission to Map Moon Gravity]

Regional differences in the moon's gravitational field will cause the two spacecraft to speed up or slow down slightly, changing the distance between them as they fly. Using microwave signals that they bounce back and forth to each other, Grail-A and Grail-B will gauge these distance variations constantly.

And they'll do so with incredible precision. The Grail probes will be able to determine how far apart they are from each other to within a few microns ? less than the width of a human red blood cell, researchers have said.

Mapping the moon's interior

The Grail team will use the twin probes' measurements to construct highly detailed maps of the lunar gravity field. These maps should help scientists plan out future lunar landings, of both robotic and manned spacecraft, officials have said.

And the mission's observations should yield other benefits as well.

Specifically, Grail's data should reveal the moon's structure in great detail, allowing scientists to draw insights about how the rocky body formed and how it has changed over time.

"Grail is a journey to the center of the moon," Zuber told reporters Wednesday (Dec. 28). The two probes' measurements, along with data collected by other spacecraft, she added, "will enable us to reconstruct the moon's early evolution."

This information, in turn, could shed light on how other large objects in the inner solar system came to be, researchers have said.

An extended mission?

Grail's primary science work should wrap up in June. But the Grail team hopes NASA grants the two spacecraft a mission extension through next December, Zuber said. She and her colleagues want to take Grail even lower, to just 15 miles (25 km) or so above the lunar surface.

"I call it flying over the treetops of the moon," Zuber said of the proposed extended mission. "We will take the spacecraft down as low as we can, to map, have a sensitivity to the shallowest, shallowest structures of the lunar crust."

Researchers also want Grail to raise public awareness about the moon, and to help engage kids in math and science. To this end, special cameras aboard the probes will be used to encourage middle school students to participate in lunar research and follow along with Grail, during both its nominal mission and any extended campaign.

The so-called MoonKam project, which will snap photos of the lunar surface for students on Earth, is led by former NASA astronaut Sally Ride and her educational company Sally Ride Science.

Warm Weather Affecting Ski Business ? CBS Detroit

For the most part, cold weather and snow has skipped over southeastern Michigan this season.? That could change later this week, but?it can?t come soon enough for?local ski hills.

Mickey MacWilliams with the Michigan Snowsports Industries Association says it?s not just the local ski areas that are affected by warm weather, but resorts around the entire state.

MacWilliams says usually if there isn?t snow in back yards, people tend to think there is no snow on the slopes, but that?s not the case.

?Sometimes when it gets pretty warm it?s hard to believe that there is snow on our ski hills, but believe it or not there is,? MacWilliams told WWJ?s Zahra Huber.? ?Any time the temperatures get down below 28 degrees, our ski areas are making snow as fast as they can.

At Mt. Brighton, two chair lifts were open Monday and managers were expecting to open more later in the week.? There had been no complaints about the snow, according to one woman working in the lodge area.

Mt. Holly was reporting a base of seven to 24 inches with three lifts open Monday.

In Northern Michigan, The Homestead?s website said ?early indications for skiing and riding during the holidays will be man-made, machine groomed. The available terrain for skiing and riding will be limited. At this time, we anticipate having one chair lift and one surface lift open on December 26th.

With an unseasonably late start to the winter season and less than 2 inches of natural snowfall has been reported in Leelanau County to date, ski slopes look more green that white.?

Texas Panhandle sees rare white Christmas

A light dusting of snow in north Texas will bring a rare white Christmas to this drought-stricken state, but the majority of the nation was seeing mild weather on Sunday.

A few snow showers were expected in parts of the Northeast as well, but weather forecasters said 99 percent of Americans would see more green and brown for their Yuletide celebrations - along with plenty of rain, according to Accuweather.com.

The wet Christmas in the Texas Panhandle and Permian Basin brought cheer for drought-weary Texans, who were seeing snow in Lubbock and Amarillo on Christmas morning and rain in the eastern part of the state.

The worst one-year drought in the state's history this year sparked devastating wildfires, killed as many as half a billion trees, and prompted the most serious urban water use restrictions ever.

Meanwhile, in points north, the lack of snow was welcome news in Minneapolis, where last year's winter storm 12 days before Christmas dumped 17 inches of snow on the city, causing the roof of the Metrodome, the Minnesota Viking's football stadium, to collapse.

This year, Minneapolis has no snow and will have temperatures in the high 30s over the weekend, according to the National Weather Service.

Very little new snow is expected to accumulate anywhere throughout the day on Sunday, according to Accuweather.com. But a snowstorm in southern Ontario is forecast to move into Quebec on Sunday night and drop snow near the Great Lakes, with some accumulation happening overnight.

Residents from Watertown, N.Y. to Bangor, Maine - many of whom are off work on Monday in observance of the Christmas holiday - could wake up to an inch of snow on the ground Monday as the storm moves East.

Most of the Pacific Northwest were seeing mild weather on Christmas Day, while states like Colorado and New Mexico had lingering snow leftover from a pre-Christmas storm. Still, very few areas across the nation were seeing fresh snow on Sunday.

Even the Texas Panhandle, which was under a winter weather advisory, was not expecting the snow to accumulate - though transportation officials were warning of ice on the roads and cautioning drivers to be careful.

Analysis: Russia's Putin risks losing touch amid protests (Reuters)

MOSCOW (Reuters) ? Vladimir Putin is looking increasingly out of touch in Russia after the opposition brought tens of thousands of people out onto the streets of Moscow for the second time in two weeks to demand a parliamentary election be re-run.

But the looming New Year holiday in Russia means there is likely to be a pause in the biggest opposition protests since he rose to power 12 years ago and he will hope they will now at least temporarily lose momentum.

The protesters say they are tired of his domination of Russia after eight years as president and now four as prime minister, and suspect the December 4 election, won by his United Russia party, was rigged.

First Putin dismissed the protesters as chattering monkeys financed from abroad, then he backed President Dmitry Medvedev's proposal for gradual political reform and later the 59-year-old leader had a former KGB spy appointed as Kremlin chief of staff.

The gulf between Putin and many of his people has convinced many that he has lost his popular touch and is refusing to take the protests as seriously as many of his closest allies do as he prepares to reclaim the presidency in an election in March.

"They do not understand," one person close to policy makers said of Putin and Medvedev. "One is weak and the other does not want to listen, though people have tried to explain the seriousness of the situation."

That could bode badly for the long-term stability of the world's biggest country and energy producer.

Opponents say Putin's inner circle is a small group of former KGB spies, businessmen and Kremlin officials who have little empathy with the Internet-savvy generation of younger, urban Russians who have come out onto the streets this month.

But Putin's portrayal of the protesters as pawns financed by a foreign power has also contrasted with the conclusions drawn by some of the other men at his court.

Kremlin deputy chief of staff Vladislav Surkov, who helped Putin craft his tightly controlled political system, warned on Friday that some enemies wanted to provoke a revolution but that the protesters were among the best people in society.

PUTIN'S COURT

"The best part of our society, or rather the most productive part, is demanding respect," Surkov, one of Putin's most powerful advisers on domestic policy, told Izvestia. "You cannot simply swipe away their opinions in an arrogant way."

An even closer Putin ally, former Finance Minister Alexei Kudrin, joined Saturday's protest in Moscow, warning that Russia needed much more serious political reforms to ensure a stable development.

"I came today because I do not believe the elections were fair and I believe we need to hold an investigation and punish those responsible up to and including criminal responsibility," Kudrin, 51, told Reuters at the protest.

"There is a possibility today, without any sort of revolution, to make a transformation to ensure fair elections and real representation in parliament," said Kudrin, who helped Putin get his first job in the Kremlin in 1996.

But Putin has other powerful advisers too.

Nikolai Patrushev, the powerful head of the Russian security council and former head of the FSB state security service, said this month that Russia should impose "rational regulation" of the Internet.

Another former KGB spy, Sergei Ivanov, was appointed Kremlin chief of staff on Thursday and Deputy Prime Minister Igor Sechin, a Putin ally, has voiced concern about the role played by the Internet in the Arab Spring revolts.

Patrushev, 60, Ivanov, 58, and Sechin, 51, are all old friends of Putin and though they may be divided by tactics and court politics, they are ultimately hardliners.

Medvedev, Russia's 46-year-old iPad-carrying president, may have more sense of the anger against Putin but he is weak, sources close to the situation said.

"Medvedev understands this all a little better because he is a person less prone to conspiratorial theories," said a source with close ties to the leadership, adding that Russia's leaders were hoping the protests would burn themselves out.

"Putin has realized his popularity is declining," the source said.

PUTIN'S POPULARITY

For Putin, who has used his popularity to justify his plan to run for the presidency in the March 4 presidential election, that may be a hard thing to accept.

Putin still remains Russia's most popular politician and though his ratings are high by Western standards, they are low according to Putin's own expectations.

Russia's biggest independent pollster, Levada-Center, said 63 percent of Russians approved of his activities as prime minister in a poll carried out on Dec 16-20.

But that is just three percentage points above the lowest level since August 2000, when he was dogged by the botched reaction to a naval disaster that killed all 118 crewmen aboard the submarine Kursk.

"They are worrying and they are nervous," said Mikhail Kasyanov, who served as prime minister under Putin for four years before joining the opposition. "And they really do have something to be worried and nervous about."

CHATTERING MONKEYS?

Putin seems intent on riding out the protests. While tens of thousands turned out for the second time on two weeks on Saturday, he is likely to take comfort from the fact that there was not a huge increase in the numbers.

Tens of thousands protested in cities across Russia on December 10. On Saturday, organizers said they had gathered 120,000 in Moscow though the police put the number at 30,000.

The truth may lie somewhere in between: Russia's Navaya Gazeta opposition newspaper said its reporters counted more than 102,000 while estimates from state news agency RIA put the crowd at about 56,000.

Putin appears to reason that even though the protests are much larger than any he has faced before, it is still a relatively small percentage of the population that is protesting in a country of more than 140 million.

He is counting on the support of the many millions in the provinces who regard him as the man who restored order to Russia after the chaos of the decade that followed the collapse of the Soviet Union in 1991.

In a televised question and answer session with the Russian people, Putin used a reference to the chattering monkeys known as "Bandar Log" in Rudyard Kipling's Jungle Book to describe the protesters and said he thought the white ribbons which are the symbol of the election protests were condoms.

But Alexei Navalny, the most prominent leader of the divided opposition groups which refuse to negotiate with the Kremlin, turned Putin's comments back against the authorities.

"Hi all of you Bandar Logs and Internet hamsters: You were called Bandar Log but you came here today. But where is the chap who called us that?" Navalny, 35, told tens of thousands of people at the protest in Moscow's Sakharov Avenue.

Navalny's satire may excite the crowds and the thousands who read his blogs but there is still no leader of the fragmented opposition. As if to illustrate that, dozens of different leaders addressed the crowd in Moscow.

United or not, Navalny warned that there were enough people at the protest to take the Kremlin by force, though he quickly added that this was not the plan.

"If the authorities continue to cheat the people and thieves and if those two swindlers continue the usurpation of power - they have stolen it from the people - then the people will come and take it back because it is theirs by rights," he told Reuters.

So does he plan a revolution?

"It is not a revolution," he said. "The revolution, the illegal takeover of power, was implemented by Putin and Medvedev. Here there will be a legal return of power to the people."

Two Maine Communities Receive $50,000 Creative Community Development Grants

Augusta, ME ? The Maine Arts Commission announced today that the cities of Belfast and Waterville will each receive grants of $50,000 in order to effect community revitalization in their region.

The grants, designed to support dialogue and partnership between municipalities, business and the cultural sector regarding economic development, have been awarded through the Maine Arts Commission?s Creative Communities = Economic Development Grant (CCED).

The CCED grant fosters meaningfully support, dialogue and partnerships between municipalities and the cultural sector. It provides the cultural sector with significant funds to contribute to mutually agreed upon plans and initiatives that stimulate the local economy, provide jobs, strengthen the role of arts and culture, and enhance a community?s quality of place.

The Belfast Creative Coalition will use the grant funding to to bring together arts, cultural partners and economic partners to brand and market the greater Belfast community as a place to be for vibrant arts, culture and local foods.
The coalition seeks to hire an administrative coordinator who will be responsible for centralizing community resources and maximizing the synergy within the region in order to strategically allocate resources. The administrator will work on developing a regional cultural events calendar, an interactive website, the coordination of programming and events, consistent regional marketing and branding, fundraising, and a whole host of additional tasks to ensure cultural and economic vibrancy in the area.

Belfast and Waterville clearly demonstrated to a panel of experts which included Barbara Schaeffer Bacon of Americans for the Arts, Peter Taylor of the Maine Community Foundation, Carol Geist of the Betterment Fund, Deborah Johnson of the Department of Economic and Community Development, Betsy Rosenbluth of the Orton Family Foundation, Megan Shore, Sewell Foundation, Hugh French, Maine Arts Commission Member and John Rohman, former chair, Maine Arts Commission, that they were at a point where their communities are clearly on a path toward economic recovery and growth. Both communities exhibited a clear understanding of the importance arts and culture in that equation. The Maine Arts Commission will be working closely with both communities over the next year to monitor and assist with the implementation of the goals of the grant.

BOGOTA, Colombia (AP) ? A fuel pipeline exploded in Colombia on Friday, creating a fireball and blaze that killed 11 people, injured nearly 100 and destroyed more than two dozen homes.

The blast before dawn ripped through the town of Dosquebradas. Authorities said they were investigating what caused the explosion and initially suspected it was set off by thieves who may have tapped the pipeline to steal fuel. The pipeline transported gasoline and diesel.

But national oil company Ecopetrol, which operates the pipeline, later said in a statement the blast was the result of heavy rains that caused movements in the earth, which ruptured the pipeline. Fuel spilled out and was ignited when it came in contact with an unidentified heat source.

Ecopetrol said the explosion and fire killed 11 people and injured another 99.

Town official Oscar Andres Herrera said at least five of the injured were severely burned and the blaze destroyed 25 homes and damaged 47 others.

President Juan Manuel Santos visited the site of the explosion and promised government assistance to the victims and their families.

The explosion occurred in the central province of Risaralda, located about 100 miles (170 kilometers) southwest of the capital of Bogota.

Images on Colombian television showed some of the houses destroyed by the blast and other homes with charred walls. The waters of a nearby stream were flaming with some of the spilled fuel.

Police officer Juan Pablo Munoz, who works elsewhere in the country but was visiting family for Christmas, said he was jolted out of bed by the explosion.

"I smelled a strong odor of gasoline," the 21-year-old said by phone. "I went out into the street. I walked at least 10 steps and I saw that everything around me was destroyed."

Orleans district attorney sues insurance company over forfeited bail ...

Orleans Parish District Attorney Leon Cannizzaro has turned up the heat on a national insurance company in a long-running dispute over nearly $1 million in forfeited bail bonds, much of which sat uncollected for years. Cannizzaro's office sued Florida-based American Bankers Insurance Co., this week in a Baton Rouge courthouse, claiming a breach of the company's duty to pay off bonds on suspects who didn't show up for their court dates.

The DA also filed a complaint with the state Department of Insurance. In a letter to Insurance Commissioner James Donelon, Cannizzaro asked the state agency to fine the company $25,000 for each of 109 alleged failures to pay on time, or $2.73 million.

In most of those cases, the DA's office eventually got a judge's order to garnish the money, with interest, from the company's bank, to the tune of about $780,000. It is still fighting for another $134,000 plus interest and is asking the state to revoke the company's right to do any insurance business in Louisiana.

American Bankers, a subsidiary of Fortune 500 company Assurant, billed for $47 million in insurance premiums last year in Louisiana, mostly on federal flood policies, according to the state Department of Insurance.

The DA's double-barreled attack marks the latest salvo in a two-year fight over bond money in state criminal and civil courts, as well as federal court. The dispute stems from an effort by Cannizzaro's cash-strapped office to sift for revenue gold, in the form of unenforced judgments for bond forfeitures dating back to 2001.

Bail bondsmen sign for the bonds, offering up about one-eighth of the bail amount set by Orleans Parish criminal court judges. The bonds are underwritten by insurers like American Bankers, which agree to pony up the rest if the defendant skips bail. Through a "chain of indemnity," the bondsmen are held accountable to make sure defendants show up to court.

Beyond a hefty loss of revenue, critics say leaving forfeiture judgments dormant for so long defeats the purpose of holding bondsmen accountable and leaves criminal suspects with little incentive to appear. Failing to quickly notify the insurer of a bond forfeiture also makes it harder for bounty hunters to track down suspects who skip bail.

That's what the DA's office did in dozens of cases, American Bankers contends. The DA's office and Criminal District Court Clerk Arthur Morrell, meanwhile, claim they notified the bond underwriters in each contested case within the 60-day window required by state law.

American Bankers Insurance backed thousands of bonds for criminal suspects in Orleans Parish beginning in 2001 and ending in 2009, when Criminal District Judge Julian Parker barred it from backing any more bail bonds in the parish. The company remains liable for past judgments, however.

Several other bond underwriters have settled with the DA's office, but American Bankers Insurance has held out.

An agent for the company, Surety Corporation of America, is on the hook for most of the money and has led the court battle with the DA's office, challenging the judgments in criminal court and arguing in civil court that the DA's office made various missteps and caused delays that void the judgments.

Lawyers for Surety filed a federal civil rights case last year against Cannizzaro's office, Orleans Parish Sheriff Marlin Gusman and the Criminal District Court. U.S. District Court Judge Ivan Lemelle dismissed that suit in May, but Surety has appealed.

The lawsuit that Cannizzaro's office filed on Wednesday claims the legal wrangling that began in 2009 amounts to a frivolous attempt by American Bankers Insurance to shirk its responsibility. The complaint with the state agency is a bid to pressure the company to pony up.

"We're calling the insurance company to account for its behavior, that's all. And we're asking the commissioner of insurance to do the same," said Graymond Martin, first assistant district attorney, and a former official with American Bankers Insurance. "All we're asking of them is to play by the rules of an insurance company, not bail bond company rules."

Lawyers for Surety and American Bankers fought back Wednesday, filing an amended petition in Orleans Parish Civil District Court.

The petition expands on allegations that the DA's office failed to notify defendants of their next court dates before seeking bond forfeitures; notified the company too late about the forfeitures; or failed to tell American Bankers before it seized money.

The company claims the DA's office ran afoul in more than 125 cases. It wants the seized money back.

Criminal District Court Judge Laurie White and Magistrate Judge Gerard Hansen recently tossed out challenges to 16 of the judgments.

American Bankers Insurance issued a statement Thursday, saying the company had not seen the DA's new legal actions and couldn't comment on them.

"In general, this matter involves bail bonds and record-keeping from as long as a decade ago, and there are several unresolved legal issues, as well as numerous questions over records and procedures with these bonds," the statement read. "We've had discussions with local officials, as well as working toward a resolution through the courts. Once those determinations are made, we obviously will fulfill any and all responsibilities on our part."

Martin said the DA's office has gotten better at collecting on bond forfeitures, which under state law must be split between the DA and the criminal court, and continues to root through old, unenforced judgments.

"We're just getting into the meat of the problem," Martin said.

There aren't that many holidays that get a ton of their own movies. You're not going to see an "Arbor Day" comedy, and outside of the creepy "Leprechaun" horror series, there aren't a lot of St. Patrick's Day films either.

But Christmas movies are as abundant as snowflakes at the North Pole. From the old?classics ("It's a Wonderful Life") to the gut-busters ("National Lampoon's Christmas Vacation") to the delightful surprises ("The Nightmare Before Christmas"), there's truly something for everyone.

'A Christmas Story'
The classic. The great Jean Shepherd not only wrote the story, he offers the narration as adult Ralphie. 'National Lampoon's Christmas Vacation'
"Christmas Vacation" is often overlooked due to all the attention given the original "Vacation," but it's just as much of a classic. Clark Griswold is every person who's ever longed to recreate a wonderful family Christmas with all the perfect trimmings, even if that dream was forever out of reach and it never really happened that way in the past, either. And the lines rival "Christmas Story" for humor. Some of my favorites involve doofus cousin Eddie (Randy Quaid). When he asks Clark if he's surprised to see him, Clark's classic response is: "Oh, Eddie... If I woke up tomorrow with my head sewn to the carpet, I wouldn't be more surprised than I am now."??? --G.F.C.

'Die Hard'
This one's for the less-traditional holiday movie watcher in all of us. But 1988's introduction of John McClane (Bruce Willis) and his oft-quoted catch phrase that begins "Yippie-ki-yay" is sure to warm the cockles of your heart. It kicks off at a holiday party, introducing the gloriously Scroogey Alan Rickman in one of his earliest American roles as the greedy Hans Gruber. Then there's the careful slaying of Gruber's gun-toting elves by McClane (who adds a little "ho ho ho" to a sign he tapes to a robber's body that also reads "Now I have a gun"), and the most creative use of holiday packing tape in all of cinema (who knew it could strap a piece to a sweaty, oily cop's bare back?) Ultimately, this is a film about family, about a guy who flies all the way across the country to be with his wife and children, and discovers he's going to have to jump off the top of a building with just a fire hose strapped to his waist to be able to hold them in his arms again. There's even snow, of a sort, in the form of negotiable bearer bonds twinkling in the night sky. Spike your egg nog and punch a reporter in the face: It's showtime!? -- Randee Dawn

Baghdad blasts kill 57 as Iraq tensions rise (Reuters)

BAGHDAD (Reuters) ? A rash of bombings hit Baghdad on Thursday, killing at least 57 people in the first big attack on Iraq's capital since a crisis between its Shi'ite Muslim-led government and Sunni rivals erupted days after the U.S. troop withdrawal.

The apparently coordinated bombings were the first sign of rising violence after Prime Minister Nuri al-Maliki moved to sideline two Sunni Muslim leaders, just a few years after sectarian bloodletting drove Iraq to the edge of civil war.

At least 18 people were killed when a suicide bomber driving an ambulance detonated the vehicle near a government office in the Karrada district, sending up a dust cloud and scattering car parts into a kindergarten, police and health officials said.

"We heard the sound of a car driving, then car brakes, then a huge explosion, all our windows and doors are blown out, black smoke filled our apartment," said Maysoun Kamal, who lives in a Karrada compound.

In total at least 57 people were killed and 179 were wounded in more than ten explosions in Baghdad, an Iraqi health ministry spokesman said.

Two roadside bombs struck the southwestern Amil district, killing at least seven people and wounding 21 others, while a car bomb blew up in a Shi'ite neighbourhood in Doura in the south, killing three people and wounding six, police said.

More bombs ripped into the central Alawi area, Shaab and Shula in the north, all mainly Shi'ite areas, and a roadside bomb killed one and wounded five near the Sunni neighbourhood of Adhamiya, police said.

Violence in Iraq has ebbed since the height of sectarian violence in 2006-2007, when suicide bombers and hit squads targeted Sunni and Shi'ite communities in attacks that killed thousands of people.

Iraq is still fighting a stubborn, lower-grade insurgency with Sunni Islamists tied to al Qaeda and Shi'ite militias, who U.S. officials say are backed by Iran, still staging daily attacks.

U.S. TROOPS OUT ONLY DAYS AGO

The last few thousand American troops pulled out of Iraq over the weekend, nearly nine years after the invasion that toppled Sunni dictator Saddam Hussein. Many Iraqis had said they feared a return to sectarian violence without a U.S. military buffer.

Just days after the withdrawal, Iraq's fragile power-sharing government is grappling with its worst turmoil since its formation a year ago. Shi'ite, Sunni and Kurdish blocs share out government posts in a unwieldy system that has been impaired by political infighting since it began.

Maliki this week sought the arrest of Sunni Vice President Tareq al-Hashemi on charges he organised assassinations and bombings, and he asked parliament to fire his Sunni deputy Saleh al-Mutlaq after he likened Maliki to Saddam.

The moves against the senior Sunni leaders are stirring sectarian tensions because Sunnis fear the prime minister wants to consolidate Shi'ite control.

Iraq's Sunni minority have felt marginalised since the rise of the Shi'ite majority in Iraq after the 2003 invasion. Many Sunnis feel they have been shunted aside in the power-sharing agreement that Washington touts as a young democracy.

Thursday's attacks represented the first major assault in Baghdad since November when three bombs exploded in a commercial district and another blast hit the city's western outskirts on Saturday, killing at least 13 people.

In October, bomb attacks on a busy commercial street in northeastern Baghdad killed at least 30, with scores wounded.

First erected in 2009, a giant scale model of a robot from the classic Japanese anime?Mobile Suit Gundam has returned to Tokyo. More of an enormous model than a traditional statue, the 59-foot-tall goliath has to actually be put together from hundreds of intricately detailed parts. It's a time-consuming process, but thankfully one?YouTube user has captured it?in time-lapse video.

The robot stands on?Odaiba, an artificial island in Tokyo Bay. It originally stood for only one month, in July 2009, and attracted more than four million visitors before being disassembled and moved south to?Shizuoka City, home to many of Japan's scale model making companies. It resided there for nine months before returning ? in pieces ? to Tokyo as part of charity efforts towards relief for the?Great Eastern Japan Earthquake.

Construction of the mighty but sadly inanimate mechanoid takes several weeks, and begins with its steel skeleton. It's a fascinating process to watch ... and kind of makes you wish that the bot would actually spring to life at the end!

Regulators sue former top execs at Fannie, Freddie (Reuters)

NEW YORK (Reuters) ? U.S. securities regulators sued six former executives at Fannie Mae and Freddie Mac on Friday, including ex-CEOs of both mortgage finance companies, saying they misled investors over exposure to risky home loans.

The U.S. Securities and Exchange Commission sued three former executives at Fannie Mae and three at Freddie Mac. The civil charges were brought in two separate lawsuits filed in U.S. District Court in Manhattan.

The SEC accused former Fannie Mae CEO Daniel Mudd, former Freddie Mac CEO Richard Syron and four other defendants of knowingly approving false statements to investors that drastically misrepresented the extent of the firms' exposure to toxic mortgages.

Spokesmen for Mudd and Syron did not immediately respond to requests for comment.

The SEC said both firms have agreed to cooperate with the agency and have agreed to admit responsibility for the alleged conduct, without agreeing or denying that they are liable. The firms have also entered into non-prosecution agreements with the agency, the SEC said.

Freddie Mac and Fannie Mae have been propped up by $169 billion in federal aid since they were rescued by the government in 2008.

The cases are SEC v. Daniel Mudd et al., No. 11-9202 and SEC v. Syron et. al No. 11-9201, U.S. District Court for the Southern District of New York.

Sandusky lawyer waived preliminary hearing to avoid bail hike (Reuters)

PHILADELPHIA (Reuters) ? The attorney for former Penn State assistant football coach Jerry Sandusky said on Wednesday that he waived the right to a preliminary hearing in the child sexual abuse case to stop prosecutors from asking for a bail increase that could send his client back to jail.

Sandusky, 67, who faces some 50 counts of abuse, posted $250,000 bail to get out of jail last week and is under house arrest at his State College, Pennsylvania, home monitored by an electronic ankle bracelet.

He was scheduled for a preliminary hearing Tuesday in Common Pleas Court in Bellefonte, Pennsylvania, but at the last minute the defense waived its right to the hearing and opted instead to take the case directly to trial sometime next year.

"Jerry doesn't have a whole lot of money left," attorney Joseph Amendola told Reuters.

Sandusky paid his $250,000 bail last week by putting up his house as collateral as well as $50,000 in cash, Amendola said.

The prosecutor intended to raise the bail after the start of the preliminary hearing, at which some of the 10 men who say Sandusky abused them as children were expected to testify, Amendola said.

"He was going to ask the judge to increase the bail," Amendola said of the prosecutor. "I expected it would be substantial."

Prosecutors had originally asked for $1 million bail last week when Sandusky was hit with charges involving two more accusers in addition to the original group of eight alleged victims. The judge set the amount at $250,000 instead.

"The bail issue was one of the factors, but probably the main factor," he said of the defense waiver.

The other contributing factor, he said, was that prosecutors planned to call 11 witnesses to testify against Sandusky, including some of the alleged victims, in the preliminary hearing.

"We would not have had the ability to counterpunch," Amendola said, since the defense is not allowed to raise doubts about a witness's credibility at a preliminary hearing.

Amendola's sudden decision to waive the preliminary hearing on Tuesday stunned the hundreds of reporters who had gathered in the courthouse and an overflow room with a closed circuit television for the start of the hearing.

Could US drivers ever abide by cellphone ban? (AP)

DALLAS ? Junior Woods has a well-practiced routine for conducting business on the road: While driving throughout rural Arkansas, the electronics salesman steals a glance at his cellphone every so often, checking for text messages and emails.

"I can keep both hands on the steering wheel and just look down my nose and read in 10-second intervals," Woods said in a phone interview from Rogers, Ark. "I'm actually doing that right now."

Like millions of other Americans, Woods uses his car as a mobile office, relying on his phone almost every hour of every workday to stay productive and earn a living. So would drivers ever abide by a proposed ban on almost all cellphone use behind the wheel, even if it is hands-free? Could they afford to?

Those are just a few of the questions looming over a federal recommendation that seeks to rein in what has become an essential tool of American business.

Woods said the ban, if adopted, would devastate his sales. Because he lives in a rural state, his minimum drive is an hour and a half.

"If I have a 3 1/2-hour drive to Little Rock, and I've got 100 messages to return, it's going to turn that into a six-hour drive," he said. "I've got no secretary. I'm the administrative assistant. I'm the salesman. I'm the sales director."

The National Transportation Safety Board declared Tuesday that texting, emailing or chatting while driving is just too dangerous to be allowed anywhere in the United States. It urged all states to impose total bans except for emergencies.

The NTSB, an independent agency that investigates accidents and makes safety recommendations, doesn't have the power to impose regulations or make grants. But its suggestions carry significant weight with lawmakers and regulators.

Still, a decision rests with the states, meaning that 50 separate legislatures would have to act. And many lawmakers are just as wedded to their cellphones as Woods.

"I think all of us have mixed feelings on this issue. How could you not?" said U.S. Rep. Gerry Connolly, whose northern Virginia district has some of the longest, most traffic-choked commutes in the country.

Before going to Congress, the Democrat spent most of his career at the county level, driving around Fairfax County with his cellphone. Now he commutes to Capitol Hill by carpool or mass transit so he can use his phone without getting behind the wheel.

While he's sympathetic to the NTSB's safety concerns, he said, a blanket ban on cellphone use would be unenforceable. But he agrees that hands-free devices offer little improvement over those that are hand-held.

"It's a cognitive distraction," he said. "The mental attention shifts ... to that other party, not to the task at hand."

Dallas event planner Debbie Vaughan said she would abide by any ban, but her service to clients would be diminished.

"I know many people are frustrated when all they get is voicemail," said Vaughan, who spends about 10 hours a week on her cellphone in her car.

Bruce McGovern said he would have no choice but to defy the law.

McGovern, who owns four Massage Envy and four European Wax Center franchises in the Dallas area, said he spends up to four days a week on the road, traveling between his businesses.

"My business would go down. We'd have problems we couldn't solve. My employees wouldn't be able to reach me and get timely answers," McGovern said.

"Customer issues that only I can resolve would have to be delayed. And in this day and age, customers want instantaneous results for things. They're not willing to wait three or four hours," he said.

McGovern, who said he uses hands-free technology 90 percent of the time, said he's been conducting business from his car for more than 20 years, starting with an early "bag phone" that predated today's much smaller cellphones.

"It's a total overreach of the government. It'll be enforced erratically. They can't even enforce the speed limits," McGovern said.

Boston attorney Jeffrey Denner said he racks up at least 25 billable hours each week while driving.

"I probably spend three hours a day on the phone in the car ? minimum. In an hour, I can talk to 10 people. On my way to court, I call people to make sure witnesses are lined up. It's become a part of my life."

Besides, he said, there's plenty of other distractions modern drivers deal with.

"If you want to talk about distraction, you should talk about how the whole notion of technology is distracting. Let's look at the command centers in cars right now, with the GPS, climate control, satellite radio with 9,000 options, looking down, getting directions. There are 20 different things we're playing with in our cars all the time."

J.R. Maddox of Minneapolis, another attorney, said it makes no sense to ban hands-free devices.

"If they wanted to go that far, they should also ban speaking to anyone in the car," Maddox said. His hands-free device allows him to keep both hands on the wheel, maintain his field of vision and look over his shoulder.

"The fact of the matter is we have to travel to work. It would reduce the amount of time I could actually communicate with clients and, hence, billing time."

The federal government last year banned texting while driving for commercial truck and bus drivers. The ban was extended to all hand-held cellphone use last month, although commercial drivers can still use hands-free devices.

The chairman of a South Dakota trucking company said he doesn't understand why people need to be talking on the phone while driving in the first place.

"There's nothing so important that they need to run somebody over because they couldn't stop," said Larry Anderson, of A & A Express Inc., a Brandon, S.D., company that hauls refrigerated products.

In New York City, Chrissy DeLuso and her mother were waiting for a cab to take them to a Broadway show. Both women agreed that texting while driving was a bad idea and didn't mind if the government cracked down on it.

But when it came to banning all cellphone use, they hesitated.

With a smile, DeLuso admitted she "can't promise" she wouldn't be talking on her cell phone even if it were illegal.

Jo Trizila, president of Dallas public relations company TrizCom Inc., said she would welcome a comprehensive ban, even for hands-free technology.

"I think it would be actually good for mental health," she said, "that you just have some down time."
